Dear Supervisor Foley and Members of the Board:

Dr. and Mrs. Stafford are requesting the re-zoning  of a somewhat problematical “L”-shaped  piece of land which faces on both State Rt. 25A and on Bennett’s Road in Setauket. The parcel presently contains one historic home dating from the mid-1800s, lying within the Old Setauket Historic District. The south side of the parcel is bounded by the LIRR tracks.            

The Civic Association of the Setaukets’ Board has met with Dr. and Mrs. Stafford, their architect and legal representatives at various times over the past 18 months to work out a suitable agreement on development of the parcel, and is satisfied that the overall proposal which the Staffords are now presenting to the Town is a sound one.

Central to these discussions, and now incorporated into the revised concept plan, are the following:

§ An agreed-upon entrance and exit point on Bennett’s Road and the absence of any curb cut on Route 25A.

§ Preservation and restoration of the existing historic house and adaptive reuse as office space.

§ Deeding of a 100 ft-deep strip along 25A as a scenic or conservation easement, removing future development from this area, and preserving it as a green and undeveloped buffer along Rt. 25A.

§ A reduced parking formula: Only 101 parking places are necessary for the proposed business operations - with 82 spots to be paved and the rest land banked. In fact  82 built spaces will provide a comfortable margin over the greatest anticipated use which the Stafford ’s own business or that of proposed tenants is likely to generate for the foreseeable future.  We urge the Town to adhere to the agreed reduced parking and the 100 foot deep scenic easement along Rt. 25A.    

These provisions, including the preservation and adaptive reuse of the historic house on the site and the voluntary creation of a scenic buffer along Rt. 25A, demonstrate how civic organizations, business leaders, and local government officials can create strong partnerships to benefit the entire community. The Staffords have demonstrated a concern for the community and for their present business location in South Setauket , and they and their architect, Mr. Robert Heins, have together displayed a strong desire to create a sound site plan and a noteworthy building which will fit the community’s standards in this new location.
